About Joshua Wilmoth
Joshua Wilmoth has spent more than 25 years doing one thing: building organizations that build homes.
He started his career in Los Angeles, where he joined Thomas Safran & Associates as a project manager and helped deliver more than 600 units of affordable housing — managing $80 million in development activity, closing complex LIHTC and tax-exempt bond deals, and co-founding a new property management division from scratch. It was there he learned that affordable housing isn't a transaction. It's a system — and the strength of that system depends entirely on the people and institutions running it.
That conviction shaped everything that came next.
In 2008, Joshua joined Full Circle Communities, a Chicago-based nonprofit housing organization, as a project and asset manager overseeing 650 units of affordable Section 8 housing. He didn't just manage what was there — he repositioned it. He transitioned the organization from third-party to self-management, and established the real estate development activities that would produce the organization's first new-construction project in 2013.
He was promoted to Vice President, then to President and CEO in 2017. What followed was one of the most significant growth stories in Chicago's nonprofit housing sector.
Over his eight years as CEO, Joshua grew Full Circle Communities' portfolio from $35 million to $194 million — a more than 5x increase in asset value. He expanded the property and unit count by over 300%, created a Mission Impact department to deepen resident services, and mentored the next generation of senior leaders who are now nationally recognized in the field. All while maintaining the organization's equity-driven, resident-centered mission.
He also brought his expertise to the boards of multiple housing and community development organizations across the state, and serves as an Executive Board Member and Officer of the Illinois Housing Council.
